UN/Northern Gaza

Statement made by Ambassador Jean-Marc de La Sablière, Permanent Representative of France to the UN

New York, October 5, 2004

Mr. President,

France voted in favor of the draft resolution introduced by Algeria, Pakistan and Tunisia. This text calls for the immediate cessation of Israeli military operations in northern Gaza while condemning acts of terrorism and reasserting the need to rapidly implement the road map. These two elements are fundamental in our eyes and ensure the balanced nature of the text.

We believe it is essential for the Security Council to react rapidly to the continued deterioration of the situation in northern Gaza and to issue an appeal for reason. France recognizes Israel’s right to defend itself against the heinous acts of terrorism striking its population. However, it must do so while strictly respecting international law. In this regard, the human toll, which is rising from day to day, and the destruction accompanying the operation under way in Gaza are unjustifiable.

I can only regret that a consensus was not reached on the draft resolution submitted to us. It is particularly regrettable that the Security Council is once again paralyzed by this question, which is nevertheless central to peace, stability and international security.
