Anti-Semitic Legislation during the Occupation
Compensation of Victims of Material Spoliation

The "Commission for the Compensation of Victims of Spoliation Resulting From Anti-Semitic Legislation in Force During the  Occupation" was established by decree of September 10, 1999 and is  attached to the office of the prime minister. The purpose of this  commission is to inform the victims--regardless of nationality or present place of residence--or their lawful heirs of the fate of  property, material or financial, which was taken from them, and to  look into and propose appropriate measures for reparation, restitution or compensation. The Commission was established in the wake of  recommendations by the Study Mission on the Spoliation of Jews in France, established February 5, 1997 by the prime minister. It does not handle compensation for orphans of Jewish deportees who died during deportation or in the camps, for which there are special provisions.

The "Foundation for the Memory of the Shoah" was established by decree of December 26, 1999. Its principal mission is to develop research and further public knowledge about anti-Semitic persecution and human rights violations during World War II, and about the victims of these persecutions.

A fund to compensate persons who were deprived of their bank holdings under anti-Semitic legislation in force during the Occupation has been started by the banks concerned.

The government of the French Republic and the government of the United States signed an agreement on January 18, 2001 concerning payments for certain losses during World War II. In it they recognize that the Commission, the Fund and the Foundation cover any and all claims against banks for the spoliation of property resulting from anti-Semitic legislation in force during the Occupation.

Any person concerned, regardless of nationality or current place of residence, may send an application for compensation to the Drai Commission, accompanied by supporting documents and detailing the type of loss suffered, to the following address:
