You may process and repair foreign (i.e. non E.U.) goods or incorporate foreign (non E.U.) components into other products in total exemption of applicable customs duties and internal taxes, provided the goods are re-exported (Inward Processing and Processing under Customs Control).
You may store non E.U. merchandise in your own facilities: customs duties and internal taxes will not be assessed if they are re-exported; they will become due only if and when they are released for free circulation (Customs Warehousing). Your E.U. goods may benefit from the same facility as far as VAT is concerned (Tax Warehousing).
The Temporary Importation procedure (suspension of customs duties and taxes until they are re-exported) is granted to non E.U. goods or samples for tests, experiments or display.
The customs procedures with economic impact may be combined with one another. And since they have been harmonized within the European Union, the authorizations granted in France are valid in all other Member States of the E.U.
