THE FRENCH CUSTOMS & EXCISE SERVICE
in Americas

The French Customs & Excise Service is present in the Western Hemisphere:

- through a Regional Commissioner and two District Commissioners as well as a Collector, in the French Overseas départements and in the territorial collectivity of St. Pierre & Miquelon, off Newfoundland, Canada;

- in the rest of the continent, through a network composed of a Counselor, an Attaché and two Liaison Officers, helped by seven Assistants.

French Customs also takes an active part in the undertakings of the Caribbean Customs Law Enforcement Council (C.C.L.E.C.). A French Customs Executive Officer has been seconded with the C.C.L.E.C. Permanent Secretariat, located in St. Lucia, W.I. And a French Customs Officer, seconded with the World Customs Organization (W.C.O.), as a Technical Attaché, is serving in the Intelligence Office in San Juan, PR, which is managed jointly by W.C.O. and C.C.L.E.C. (the "Joint Intelligence Office" or "J.I.O."). Another Senior French Customs Officer is seconded with the European Union Project Management Office (PMO) in Bridgetown, Barbados.

And the French Customs & Excise Service operates, together with the French National Police and the French National Mounted Police, an Inter-Agency drug Control Training Center in Fort de France, Martinique, F.W.I. (the "Centre interministériel de formation anti-drogue" or "C.I.F.A.D.")

WITHIN THE CARIBBEAN CUSTOMS LAW ENFORCEMENT COUNCIL (C.C.L.E.C.)

"The Caribbean Customs Law Enforcement Council (C.C.L.E.C.) was established in the early 1970s and was mandated, then, to improve the level of cooperation and the exchange of information between its members in the Caribbean. A Memorandum of Understanding (M.O.U.) regarding the prevention of smuggling and other Customs offenses in the Caribbean Zone was developed and 37 countries were signatories to the M.O.U. by 1997. The completion of the Uruguay Round, the formation of the World Trade Organization, and the negotiation of a Free Trade Agreement of the Americas will exert an influence on government policies and on the future strategic direction of customs administrations. At the same time, C.C.L.E.C. recognizes the threat posed by drug trafficking and related organized crime to democracies in the region and the key role of Customs in developing and implementing effective enforcement countermeasures. Building on the effectiveness of its intelligence network and cooperation between members, C.C.L.E.C. has broadened its scope to include training programs, technical assistance - in the form of Customs Reform and Modernization (C.R.M.) programs - and other projects and programs to improve compliance and enhance service levels to the trade and the public. The authority for directing the activities of C.C.L.E.C. rests with the Annual Conference, attended by all members. Under this authority, the Executive Committee (EXCO) is responsible for directing the setting and development of objectives, and supporting work programs." [from the C.C.L.E.C. Strategic Plan 1998-2003, adopted at La Romana, Dominican Republic, in November 1997].

The French Customs & Excise Service is represented at the Executive Committee by the Counselor at the French Embassy in Washington, D.C., assisted by the Regional Commissioner for the F.W.I and Guiana. France is also chairing the Operations Sub-Committee, which deals specifically with Enforcement and Training matters.

WITHIN THE FORT-DE-FRANCE INTER-AGENCY DRUG CONTROL TRAINING CENTER (C. I. F. A. D.)

French Customs operates, together with the French National Police (direction générale de la police nationale) and the French National Mounted Police (direction générale de la gendarmerie nationale), the Inter-Agency Anti-Drug Training Center located at Fort-de-France, Martinique, F.W.I.

The Center is staffed with permanent trainers from the three law enforcement agencies and uses external resources as needed. It provides training to law enforcement officers and agents, prosecutors, investigating magistrates (from French Civil Law countries) and judges, either from the French American Overseas "départements" or from other parts of the Hemisphere. Sessions are held in French, English and Spanish. They deal with all aspects of anti-drug activities: e.g. targeting of checks and controls at seaports and airports, monitoring of transnational flows of chemical precursors, marine and air surveillance, investigation skills, detection of money laundering activities, etc.

French Customs is co-funding, on a regular basis, with the Organization of American States (O.A.S.), training seminars aimed at Customs and Coast Guard officers from O.A.S. member countries.

C. I. F. A. D. has also been, over the last few years, C.C.L.E.C.’s main Training Center.

The Center is managed by a Director appointed in turn, for a two-year period, by one of the three law enforcement agencies. The Director is currently a Senior Officer of the French National Police.
